A HELP_HUMAN instance whose effective ceiling does not permit shell execution asks an authorized actor to perform the Git observations or uses available read capabilities. For an existing project, recover five things before dispatch: the intended outcome and latest steering; the live authority and accepted basis; the continuation cursor selected by the project; the actual code/file state; and the active ownership of files and shared resources. A completed child may have left an unmerged patch. An interrupted test may still own an application window. For App and Piping, resolve the actual loop/LOOP_INIT.md pointer and the undertaking named by the human. Read its graph, phase cursor, owner directions and handoff where applicable; compare them with the branch, working tree, consequential unmerged work and evidence. Both checked headers say “none selected for a successor undertaking.” That is not a finding that earlier work is complete: recover an ongoing program and its pins before replacing it. For Runtime, start with migration acceptance and the authority/decomposition pointers, then execution/_Coordination/HANDOFF_STATE.md and the newest loop receipt. For PEC, perform its prescribed discovery and re-derive selectable work from deliverable Remaining sections, gates, and exact ruled packets. A useful first return is short but decisive: “The selected undertaking is X, based on Y. The working tree contains Z. A is ready within the current scope; B waits for the named owner act. I will continue with A and preserve B.” Where no lawful production activation exists, identify the useful readiness preparation already authorized and the exact decision that blocks production.
